I've heard it started to rain heavily just as Wiggins started. Don't know if it's correct though with no live coverage yet.

From what I can tell on Twitter, the rain returned shortly before Wiggins' ride! 
I wonder why Wiggins wasnt the 1st Sky rider to go, as opposed to after EBH, who was never going to win the stage.

The weather makes it a gamble... but that was a big disappointment for Wiggins and SKY. Will be interesting to see whether anyone can get near Tony Martin. |

Wiggins started, rain started at a similar time.
Roads soaked, didn't take any chances. It's a long race, this is just the start.

Lots of things said about how some rider's hopes may end in the first week. The prologue was a stage where Wiggins needed to gain time, and thats been wasted (wonder if Sky regret putting EBH first now, they really should be), so he really needs to have improved his climbing, or else hopes of a podium become increasingly unlikely.
You cant fully blame it on the weather, Grischa Niermann just went faster than Wiggins ...

I think this year though, a lot more difference will be made in the climbs. Last year it was all about 4 stages: Verbier, Grand Bornard, Annecy TT and Ventoux (though last was a bit of a procession). So opening in Monaco was more of a big deal.
This year there seems more to it. Complications in the first week, stage 7 through to 10, stage 14 to 17 and the last TT. I dunno we shall see how Contador, Schleck, Armstrong etc. go.
