There will be an average of at least 20 teams across all 120 race days, which is an improvement. If a band is particularly unpopular, then it may get a smaller field - but so be it. It was easier to decide how many C1 races to add too, when knowing that all PCT teams will have 95 race days remaining with the majority going in to C1. But the restructure also forces teams to make a tactical decision, since it is unlikely the many teams can point to 4 band and expect to do really well in all races within.

Allowing teams to pick extra races - as well as removing the decision making part of the bands - also gives an advantage in allowing teams to race more HC races. Hence why they won't happen.

The entire Tour of America is staged in California. I think this means I have to go...

though why anyone would host a stage in San Bernaghetto is beyond me Pfft and that's coming from someone who lives 20 minutes away in a city that's only marginally betterPfft
