Its one of the greatest jokes in all of cycling history. Kangarid is one of the worst (if not the worst) riders in the DB, and he comes from the most worst of cycling nations: Mongolia. I know both of those facts in my head.

But the thing is, riders only develop through race points, and if they ride for a ProTour team, they will ride less races and develop much slower.

I have noticed that (look on Ferrari's riders), but that brings me to a question. With the system we have now, will the rider stop progressing after they have reached max level 4 even if they are only in their low twenties?

For now that is the case, but it may change in the future.

The "Had stat explosion?" bit will say yes if the rider has had his explosion and no if he hasn't. When a rider has his explosion, he gain a few stats in vital areas.
