At a guess, it may ironically disadvantage those who went for an earlier start to beat the weather. Unless the rain is continuous, it will stop and allow the roads to start to dry for the later starters.

Martin is 13 seconds faster than Tjallingi on the intermediate time. Sounds promising to me.......

Without Wiggins and Cancellara, let alone the other TT Specialists in the peloton? Well outside top 3.
EDIT: Unless you mean Martin's time, in which case yes I think that is probably Top 3.
