Does that work in PCM14? I remember testing it in PCM13 but seeing no effect.
As for the time gaps, because of PCM's 1/10 scale the time gaps specially in mountain stages will end up being bigger, so it's hard to compare them to real life gaps. However the 4 minute gap Contador pulled to Froome on the stage you've posted is kinda unreal even for PCM standards. On another hand, I think it's not the kind of result seen commonly in the game.

Just to be clear, Is 1 or 3 higher? And if you choose the highest one. Does that mean that in abroad races he's automatically worser then the normal cyclists (which have rating 2)?
3 is higher, nope it would mean that he's better than the riders that are not racing in their country.
@lluuiiggii, not sure myself either but reading one fo the pcm 14 early news it seems that it was even decreased since pcm 13 that looks weird to me tbh
