Potential:
Good for progressing as after each level up (1 -> 2, 2 -> 3, 3 -> 4, 4 -> 4.100) he will get better bonuses with 7 as with 6 etc.
Also a rider with a better potential, will decline with his stats slower with 7 in potential.

It will be tweaked a bit for 2013, but this should give pretty accurate values to work with nevertheless.
