A lot of people blow themselves up on the climb, it's headwind in the final part.
Boom seems to be the only one so far who can keep a decent speed and not blow himself up.
edit: Pauriol 8th... suprise
So the conditions are no excuse for Valverde and co. If Pauriol can do it
