That would explain a lot seeing as every winner from 2007 - 2009 from Rabobank ProTour team has been mentioned...

It's Tom Veelers
I did way too much research, it's from a stage of the '06 Olympia's Tour, he out-sprinted Jacob Moe Rasmussen (the GLS rider in second) three times in that race, so I guess it is him.
