Concerning TTs, that should be related to changing wind speeds during a TT. I noticed in some prologue, early starting riders, 8 km/h of wind - beating a lot of guys with better stats that started later when wind speed was somewhere between 20 and 30 km/h.
Wind does affect the TT performance of the riders, but then again, their well performances are not solely depended on that ofcourse.

Occasionally it works in your favour though - just had Meyer (TT 75) win the Australian time trial championship ahead of Rogers (TT 80) for my custom team
Hehe, this also varies. Sometimes it works in your advantage, at other times it doesn't.
