It seems to me that you've done everything correctly. However, as I also said, you need to make the same changes to Local.cdb too.
Also, make sure to save your flag in Gui\country_flags. |

Only Local.cdb
All other Local.cdb / OfficialLocal.cdb / OriginalLocal.cdb are mainly just backups. |
