Just get someone like EBH, not EBH as he's not available, and you should be fine as CT team. Aiming for much more is just foolish.

If you're very ambitious manager that want results right away why not try and take them? It will be huge coup. IMO many of the riders below 250 wage are mainly filler that only serve as your typical domestique or puncheur.
I'm not saying it's impossible but a) the manager who does get them won't be able to get much else so it's likely a bad idea and b) most managers won't get their A list from the FA signing, and that's when transfers come in handy.
If you look at last year's winner, Brewers, he doesn't have the one big superstar, instead he has a wide variety of decent riders. I'm guessing Froome will go for at least 1600, for a new team that means 1/3 of your budget goes to 1 rider.

CCC needs at least one rider and have 800 cash (which means, this is the money for wages).
I can "sadly" sign some riders from teams above to help them (teams) gets on positive amount of cash. Possible swaps with those two (which means if any team is interested with possible swap, I can think about it):
