In-Game:
How to install:
-Open the file with 7-Zip or similar and then extract its content to any random folder
-Copy the folder "country_flags" to Program Files/Cyanide/Pro Cycling Manager - Season 2013/Gui.

I thought they will look bad in game,but man, this is awesomeeeeee!
Few awesome flag packs this year,will be pretty hard to decide!
I will maybe give a try with something different (got idea), but not sure.
