As I understood the contract is valid if Lampre gets a Pro Tour licence. Which as i understand gets done in a couple of days.

Yup, he had a temporary contract to ride the Tour de San Luis while they negotiated. Now they've agreed on a 1 year contract
I'd say he has a small chance of riding the Giro. I'd like to see him there out of morbid curiosity

Zomegnan's rumoured to be at odds with the UCI so he can easily decided to ignore the wild card ruling.
Still, like I said, his chances are small.

I was just looking at his profile at CQranking and I noticed that he was suspended for only one year. I can't remember having read that anywhere. So does anyone know, why he got one year instead of two? |

Because the spanish decided the penalty, so of course they made it as small as they could
