I did a bit of research. I guessed it was in America by the flag, theres been no World TT Champs in America so I gueesed it was the Atlanta Olympics, I wikied it and Bruyneel was the only Belgian in the Atalanta TT.
The pic is also on the first page of google images results for johan bruyneel.
