Development Team Rules
Please note that there are some minor changes from the last update about Development Teams. The information posted here will be followed for this season.
1. Development teams will be a part of the CT.
2. Managers from any division are allowed to have Development Teams.
3. Dev teams must be made by two managers teaming up, but they must be from different divisions. Dev teams will be accepted on a first-come-first-served basis. The exact method of sign-up is explained at the end of this thread. Mangers who have expressed interest but are not able to participate in one season will be given a preference in the next.
4. Dev teams will cost managers 25k to bid for (total cost of dev team being 50k for two managers). This information will need to be entered in the updated Transfer sheet. More details will be posted in the Transfer Sheets thread.
5. In addition to getting the rights to build a team, each manager can select one of their riders and retain contract rights for the next season (as with current stagiaires). They will have no special rights with the remaining dev team riders.
6. The number of Development teams will depend on the number of regular teams who sign up for CT. The maximum size of the CT division will be 20 regular teams plus 4 Dev teams, if there are less than 20 regular teams they can be replaced by dev teams (for example if there are 12 regular teams there could be 12 dev teams.
7. The managers who pay for and do not get Dev teams can opt for one of the following:
a. Retain the right to offer a contract to one dev team rider for 25k (already paid). This rider will ride with another team.
b. Take back the 25k and use it for something else.
c. In case both managers from the same team want to contract the same rider in the dev team, the lower division manager gets the preference.
8. Development teams can only race in C2 (not CT GTM) races and will have a fixed limit of 30 RDs.
9. Dev teams will have exactly 8 riders. This means no race planning would be necessary, just race selection, with all riders riding in every race. Dev teams will do race planning after regular PCT and CT teams have selected races.
a. 6 riders must be unmaxed. One or more of these riders may be selected by a manager who applied but did not get a dev team. Contract offers can only be made to one of these rider the following season.
b. 2 riders must be>=33 years of age, i.e. declined riders. Contract offers cannot be made to declined riders in the following season.
10. Experience for dev team riders will be assigned according to the normal schedule. Avenir eligible riders will get 20 XP although they will not ride Avenir. Level 4 riders on a dev team will get the 20 XP consistent with other CT teams.
11. Dev team riders will be selected in a draft following the CT draft. Draft order will be reverse order of combined finishing positions of the managers. Except that within the promoted PCT and CT teams will be placed in the order of finish rather than reverse.
12. Managers who bought but did not get a dev team and select 6a above, will get the first picks of development riders. They can either agree with another team to take their rider or they will be randomly assigned.
How to apply for a Development Team
To apply for a Development Team, one of the managers teaming up has to paste the Team details in the same format as in the Continuation thread:

Once the above is posted by the first manager, the second manager must quote this and mention something like 'Approved' or 'Aligned'. Both managers must post for the Development Team to be accepted.

Order of Draft Preference for Development Teams
The order of the Draft for Development Teams will be determined as the reverse order of the combined finishing position of the two managers teaming up, across all three divisions in order. The following spoiler has the rankings of teams from last seasons results:

a. If Carlsberg and Tafjord decide to team up for an all Scandinavian dev team, their combined score is (4+53=) 57.
b. If Hunter Valley and Spark decide to team up for an Oceanic dev team, their combined score is (27+36=) 63.
c. The second team has a higher score and will get an earlier pick in the Development Team draft.
2. In case there is a tie in the preference score of two teams, the team with the lowest ranked manager gets preference.

Deadline: Start of Transfers/When maximum allowed teams are already accepted.

A question on XP: Will they remain the same for the 2026 season as they were last year? So an Avenir-eligible level 1 rider will always reach level 2 (gaining 20 XP from "Avenir eligibility" on top of the racing XP)?
Guess the corresponding 2026 thread will come up soon anyway

Yes, XP gains will remain the same, so agree a 1.0 rider will always reach level 2 on a dev team (2.09 I think).

Please note updates to the rules for tie-breaks in Section 1, Pt. 7c and Section 3, Pt. 2.
- In case both managers from the same team want to contract the same rider in the dev team, the lower division manager gets the preference.
- In case there is a tie in the preference score of two teams, the team with the lowest ranked manager gets preference.

Another question: will the team details be posted in this thread, or the continuation thread? I assumed it was the latter, but after re-reading I think rather not - it says "same format as in the Continuation thread". So do we have to post here?
For the "rider to contract": do we have to decide right after the draft, or only before next year's renewals? The case of the managers who miss out on dev teams is clear (single draft pick), but for the managers getting a team it's not clear yet. No preference, just asking

Team details need to be posted and approved in this thread.
For managers who get dev teams, you can decide after the draft about your preferred rider (can be none of them). You will know before transfers start whether you've got a team or not.
For managers who do not get a team, you have to select the preferred rider before transfers close from those available and eligible. Details will be posted again regarding how this rider needs to be sent in.
Preferred rider details will need to be entered into the updated Transfer Sheet for this season. Having a team or a rider (or both) costs 25k in total in any of the scenarios below:
Cost of only having dev team without selecting a preferred rider = 25k
Cost of only having preferred rider, without dev team = 25k
Cost of having a dev team and selecting a preferred rider = 25k
